Purpose
Responsible for leading the Rail Signalling practice within the Rail Unit of the Transportation Business Line

Leadership, Influence, Teamwork and Talent

• Develop, implement and lead a Rail Signalling team. Appointment of Contractors Responsible Engineers (CREs). Appointment of Contractors Engineering Managers (CEMs)
• Instil a culture of achievement, continuous improvement and safety best practice throughout the Rail Signalling team.
• Make sure that the team is appropriately resourced, informed, motivated and trained to meet project and business objectives.
• Establish and maintain a framework for performance management, succession planning and the Professional development of staff.
• Work closely with Directors and District Managers to agree accountabilities and priorities
• Plays a key role in conjunction with the project management team in any tender bid, which will include programming, resourcing and the c! reation of project specific survey methodologies.

• Establishes and maintains a good, professional and pro-active working relationship with Client leads/teams.
• Organises, leads and influences customer meetings at a senior level to best position the company
• Fair and consistent attitude in all dealings at all levels; be an advocate of AECOM by at all times acting in the company's best interest
• Able to demonstrate AECOM's Signalling service offering as relevant to the (existing /potential) clients
• Draws on appropriate case-studies to showcase AECOM's positive team culture and attitude in delivering advanced technical and operational systems to clients/project partners.
• Aware of strategic and technological developments and opportunities in the marketplace.
• Awareness of the role of CEM and CRE according to Network Rail's Standard
• NR/L2/INI/02009 Engineering Management for Projects

Delivering Performance

• Experi! ence of Management of Signalling Technical team, overall management and quality assurance of deliverables in accordance with company procedures and QA standards.
• Capable of acting as CEM or CRE on larger projects where a lead is required.
• Responsible for maintenance of company technical procedures, standards and forms.
• Responsible for Technical Innovation & Value Management
• Develop, agree and maintain a detailed Business plan for the team in line with rail unit strategy
• Contribute to company financial plan by meeting own performance objectives.
• Pursue identified opportunities to ensure AECOM Rail is best placed to be invited to tender for future work.
• Work with JV Partners and Key suppliers to ensure delivery of joint commitments.
• Using experience, help in the development of service offerings to address identified client needs in order to expand the market share of the business

• Manage the area's financial and business performanc! e to meet agreed targets; cost efficiency prioritised.
• Provide accurate and punctual monthly reports
• Prioritise resources to optimise profit levels and reduce operating costs
• Review and learn lessons from previous projects, innovate where possible
• Ensure compliance with all statutory and company procedures
• Actively sponsor excellence and encourage Business Improvement projects encompassing the Business Development area.
• Enable the delivery of business wide improvement initiatives through the allocation of suitable resources
• Develop a Balanced Scorecard measurement system for the performance of the Department
• Expert knowledge of commercial marketplace and ability to analyse trends to formulate strategies to win business
• Fully conversant with different procurement strategies, construction planning and logistics including selection of different techniques and methodologies

• Fundamentally collaborative thinker and contributor, demonstrating expert listening, questioning and consultancy skills; seeking clarification of understanding where required.
• Co-ordinate the flow of information to/from AECOM Rail Signalling team. Technical Briefings and Standards changes.

• Excellent presentation and expert verbal and written (including report writing)skills
• Superior meeting management skills.
• Understanding of multi- disciplinary interface issues.
• Understanding of responsibilities of duty holders under the Railway and other Guided System Regs ( ROGS) and European Interoperability Regulations

Professional & Personal Development

• Chartered Engineer.
• Member of Institute of Rail Signal Engineers.
IRSE Licence Holder.
• Recognised Management Qualification

• Evidence of time investment in development activities
• Possesses and demonstrates solid and current functional and/or technical knowledge, skills and abilities specific to role and applies them effectively in connection with business goals.
• Extensive knowledge of Signalling procedures, standards & industry recognised software packages:
• Awareness of European Train Control Systems (ETCS) Level 2 signalling systems and the issues facing European rail administrations.
• Knowledge of leading technologies to be found in practice in Europe.
• Sound understanding of Strategic Analysis, Risk Analysis, Business and Quality Assurance systems
• PC literate: knowledge of MS applications & competent typing skills
